Summary
Congressional Foreign Policy and National Security Analysis Act - Declares it to be the finding of Congress that, in view of the increased scope and complexity of foreign and national security affairs, it is necessary for Congress to have a source of professional and unbiased studies, analyses and evaluations of such affairs. Establishes the Congressional Office of Foreign Policy and National Security Analysis, which Office shall be composed of a Foreign Policy and National Security Analysis Board, and a Director. States that the Board shall consist of four members of the Senate, four of the House of Representatives and the Director. Gives the Board subpena powers. States that the Director shall be appointed by the Board for a five year term, and provides for the appointment of a Deputy Director. Declares it the duty and function of the Office to provide the Congress in-depth, professional studies, analyses, and evaluations of major problems, issues, activities, and programs in the areas of foreign affairs and national security, and to undertake such additional associated activities to assist the Congress as the Board may direct. Directs the Office to establish a Foreign Policy and National Security Analysis Council to review and make recommendations to the Board on its activities. States that the Council shall be composed of ten members of the public, appointed by the Board for five year terms. Authorizes the Director of the Office to obtain information from all other Congressional agencies.
