Federal Home Loan Bank System Regulatory Restructuring Act of 1998 - Amends the Federal Home Loan Bank Act to abolish the Federal Housing Finance Board and transfer its oversight functions for safety and soundness to the Director of Office of Federal Housing Enterprise Oversight, and its mission oversight to the Department of Housing and Urban Development. Makes technical and conforming amendments to the Federal Housing Enterprise Financial Safety and Soundness Act of 1992.
