Summary

Combined 8(a) and HUBZone Priority Preference Act - Requires a Federal contracting officer, in determining the successful offeror for a restricted competition contract awarded under the small business and capital ownership development program or the HUBZone program of the Small Business Act, to select an offer from a section 8(a) HUBZone small business (a small business qualified for start-up loans through the Small Business Administration for operation within a heavily underutilized business zone) over a comparable offer from a section 8(a) small business not qualified as a HUBZone small business, or from a qualified HUBZone small business that is not a section 8(a) small business. Increases the threshold levels for small business contracts awarded under both the small business and capital ownership development program and the HUBZone program.
