Summary

Yuma Crossing National Heritage Area Act of 1999 - Establishes the Yuma Crossing National Heritage Area in Yuma, Arizona. Requires the Secretary of the Interior to enter into a compact with the Yuma Crossing National Heritage Area Board of Directors (management entity) that shall include information relating to Heritage Area objectives and management. Requires the management entity to develop and submit to the Secretary for approval a management plan for the Heritage Area. Describes duties of the management entity, including to: (1) assist governments and organizations in increasing public awareness, and developing recreational resources, of the Heritage Area; and (2) encourage economic viability in the Heritage Area. Prohibits the management entity from using Federal funds received under this Act to acquire real property or interests in real property. Authorizes the management entity to use Federal funds on non-federally owned property to further this Act's purposes. Authorizes the Secretary, on request of the management entity, to provide technical and financial assistance to the management entity to develop and implement the management plan. Terminates the Secretary's authority to provide assistance under this Act on September 30, 2015. Authorizes appropriations. Limits Federal funding to 50 percent of the total cost of any assistance or grant under this Act.
