Summary

Federal Prison Industries Reform Act - Amends the Federal criminal code to authorize (current law requires) Federal departments and agencies and government institutions to purchase prison-made products. Declares that no such purchase shall involve a product which does not meet the same or equivalent quality standards applied by the General Services Administration to a comparable product purchased from a private sector source or vendor. Requires the President to appoint one additional member of the Board of Directors of Federal Prison Industries from a list of candidates submitted by specified business groups. Provides for the expiration of borrowing authority for Federal Prison Industries.
