Summary

Early Education Supplemental Appropriations Act of 1990 - Title I: Department of Health and Human Services - Makes supplemental FY 1990 appropriations to the Assistant Secretary for Human Development Services in the Department of Health and Human Services to carry out the Head Start Act. Title II: Department of Education - Makes supplemental FY 1990 appropriations to the Department of Education for compensatory education for the disadvantaged under the Elementary and Secondary Education Act of 1965 (ESEA), especially migrant, handicapped, and delinquent and neglected education activities. Title III: General Provisions - Expresses the sense of the Congress that: (1) Head Start Act appropriations shall be increased to fully serve the potential, eligible population by FY 1992; and (2) appropriations for compensatory education for the disadvantaged shall be increased to the authorization level by FY 1992.
