Summary

National Court of Appeals Act of 1982 - Establishes the National Court of Appeals. Creates the position of Chancellor of the United States, to be appointed by the Chief Justice of the U.S. Supreme Court. Requires the Chancellor to establish a pool of Federal judges from which to select panels to hear referred cases. Grants the Court jurisdiction over cases referred to it by the Supreme Court. Permits the National Court of Appeals to deny review in any case referred to it by the Supreme Court unless directed by such Court to decide the case. Makes decisions by the National Court of Appeals binding on all courts of the United States, unless modified or overruled by the Supreme Court. Authorizes appropriations.
