Summary
Natural Gas Pipeline Safety Act Amendments - Requires, under the Natural Gas Pipeline Safety Act of 1968, that States establish statewide utility coordinating councils to promote damage prevention programs with respect to natural gas pipeline safety. Requires, under such Act, that natural gas pipeline owners and operators file with the Secretary of Transportation or appropriate State agency a plan to deal with natural gas leaks and to maintain a log showing the receipt and response to each leak and emergency report. Directs the Secretary to conduct research and development programs for the detection and prevention of natural gas leaks. Authorizes specified appropriations for programs under such Act through fiscal year 1978.
