Summary

Federal Registration of Foreign Lobbying and Propaganda Act - Repeals the Foreign Agents Registration Act of 1938. Prohibits any person from acting as an agent of a foreign principal without filing a registration with the Attorney General. Sets forth information to be included in such a statement and filing procedures. Authorizes the Attorney General to make exemptions from registration requirements. Exempts diplomatic activities, non-political commercial or charitable activities, and other specified activities from such requirements. Requires the registration of political propaganda disseminated by an agent required to register under this Act. Requires labeling of such propaganda in accordance with regulations promulgated by the Attorney General. Authorizes foreign prints and propaganda denied entry into the United States or denied access to the mails to be deposited at the Library of Congress. Makes it unlawful for an agent required to register under this Act to convey propaganda, on behalf of a foreign principal, to a United States official unless labeled. Requires an agent of a foreign principal registered under this Act to maintain records with respect to activities the disclosure of which is required by this Act. Makes it unlawful for such agent to commingle the funds of the agent with those of the foreign principal. Makes it unlawful to destroy or falsify records required by this Act. Authorizes public examination of registration, and related statements required by this Act. Establishes the liability of officers or directors of a foreign principal for the failure of an agent to comply with this Act. Establishes a separate section within the Criminal Division of the Department of Justice to enforce this Act and all other laws relating to lobbying. Establishes penalties for violation of this Act, including deportation. Authorizes the Postmaster General to declare nonmailable political propaganda to be transmitted to any person in another American republic by an agent of a foreign principle if the Postmaster General is notified by the Secretary of State that a duly accredited diplomatic representative of such American republic has stated that such propaganda is prohibited by the laws of the republic and has requested that its transmittal be stopped. Prohibits an agent of foreign principal from making campaign contributions. Prohibits the acceptance of such contributions. Declares failure to file a required registration statement to be a continuing offense notwithstanding any statute of limitation. Makes it unlawful for the compensation of any agent required to file under this Act to be contingent upon the success of any political activities of such agent.
