Summary

Directs the Chairman of the National Endowment for the Arts, under the Department of Transportation Act, to provide financial, technical, and advisory assistance for the purpose of stimulating State and local governments, local and regional transportation authorities, common carriers, philanthropic organizations, and other responsible persons to develop plans for the conversion of railroad passenger terminals into commercial, cultural, educational, and recreational activities centers. Authorizes the appropriation of $2,500,000 for the purpose of this Act.
