Summary
Amends the Religious Freedom Restoration Act of 1993 to prohibit interpreting the Act or its amendments to affect, interpret, or address the portion of the First Amendment regarding laws prohibiting the free exercise of religion with respect to any individual incarcerated in a Federal, State, or local correctional, detention, or penal facility. Applies this Act's amendments to causes of action arising before enactment of this Act if a final decision has not been entered before that enactment.
