Authorizes the Administrator of the Environmental Protection Agency to assist local governments in demonstrating mitigation of radium contamination in groundwater where such groundwater is used as a source of public drinking water in small communities and the contamination exceeds the level established under the Public Health Service Act. Authorizes appropriations for FY 1988 through 1990 for such program.
