Summary

Federal Lobbying Disclosure Act - Title I: Disclosure of Lobbying Activities - Requires lobbyists, as defined by this Act, to file with the Federal Lobbying Disclosure Commission a notice of representation stating the identity of the lobbyist, the financial terms of his employment, and a description of the decisions with which the lobbyist will be engaged. Requires lobbyists to maintain and preserve records, to be available to the Commission for inspection, showing of the lobbyist's total income, the source of such income, and expenditures made by the lobbyist in furtherance of lobbying activities. Requires lobbyists to file quarterly reports with the Commission containing the above information. Authorizes the imposition of criminal penalties upon persons who knowingly violate the requirements of this Act. Title II: Federal Lobbying Disclosure Commission - Establishes the Federal Lobbying Disclosure Commission. Sets forth membership qualifications and terms. Makes it the duty of the Commission to administer, seek to obtain compliance with, and formulate policy with respect to this Act. Directs the Commission to render advisory opinions concerning the requirements of this Act upon written request. Provides that such requests shall be made public. Directs the Commission to make public the information required by this Act. Specifies enforcement procedures to be followed by the Commission. Title III: Code of Professional Conduct and Registry - Authorizes the Commission to cooperate with lobbyists in developing a code of professional conduct for lobbying, and a registry of lobbyists. Title IV: Miscellaneous - Repeals the Federal Regulation of Lobbying Act.
