Summary

Provides that lands covered by mining claims legally established under the General Mining Laws shall also be available for lease under the Mineral Leasing Act of 1920, as amended. Amends the Mineral Leasing Act of 1920 to authorize the Secretary of the Interior to issue prospecting permits to qualified applicants for necessary prospecting or exploratory work to determine the existence of phosphate deposits in any area, whether or not such area is unclaimed and undeveloped.
