Summary

Requires the Secretary of Health and Human Services to rescind approval of any part of the waiver for the District of Columbia relating to the demonstration project entitled the "Project on Work, Employment, Responsibility (POWER)" that relates to a waiver of the requirement to not use any part of the grant made under the Social Security Act to provide assistance to a family that includes an adult who has received assistance under any State program funded under part A (Temporary Assistance for Needy Families) of title IV of such Act attributable to funds provided by the Federal Government for 60 months (whether or not consecutive). Prohibits the Secretary from approving any new application requesting a waiver of such five-year time limit.
