Summary

Amends title XIX (Medicaid) of the Social Security Act to revise the "Federal medical assistance percentage" by: (1) changing the multiplier from .45 to .35; (2) eliminating squaring per capita income; and (3) accounting for cost-of-living differences among States. Sets forth a formula for determining the cost-of-living index for any State. Revises the alternative formula, provided in part A (General Provisions) of title XI of the Act, which a State may choose for determining Federal payments to such State under titles I (Old Age and Medical Assistance), X (Aid to the Blind), XIV (Aid to the Permanently and Totally Disabled), XVI (Supplemental Security Income), and IV (part A, Aid to Families with Dependent Children).
