Summary
Requires the President to terminate sanctions against Zimbabwe-Rhodesia by the earlier of: (1) the date of the arrival of and assumption of duties by a British Governor; or (2) January 31, 1980, unless it is determined that such termination is not in the U.S. national interest. Authorizes Congress to reject such a determination and terminate such sanctions.
