Summary
Directs the Comptroller General, after certain required consultation, to report to the Congress on recommendations regarding the revision of statutes or regulations necessary to: (1) assure that the amount paid by the Department of Defense (DOD) for restructuring costs associated with a business combination does not exceed the expected net Government financial benefit of such combination; (2) assure that such benefit accrues to the Government; and (3) permit the Government to recoup any net loss between the benefit received and the amount paid. Places specified limitations on the use of DOD funds for payment of any claim for a business's restructuring costs under contracts entered into on or after July 12, 1996.
