Summary

Authorizes the Secretary of Education to pay the Federal share (80 percent) of the costs of making Healthy Start demonstration grants to local education agencies (LEAs) for coordinating support services to children and youth. Makes a LEA's eligibility for such a grant contingent on its eligibility to receive certain financial assistance for education of disadvantaged children under the Elementary and Secondary Education Act of 1965. Requires establishment of local service delivery coordination councils under such grants program. Authorizes appropriations for FY 1991 through 1993.
