Summary
International Free Press and Open Media Act of 2004 - Amends the National Endowment for Democracy Act to include: (1) freedom of the press and other media among those international rights which the National Endowment for Democracy (NED) is to promote; and (2) foreign media among those entities with which NED is to engage in various activities. Provides that at least ten percent of funds for NED for FY 2005 should be made available for programs to promote freedom of the press and other media.
