Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education, under title II (Dwight D. Eisenhower Professional Development Program) part A (Federal Activities), to award competitive grants to rural eligible local educational agencies to develop incentive programs to: (1) recruit and retain qualified teachers; and (2) provide high-quality professional development to teachers.
