Summary

Amends the District of Columbia Self-Government and Governmental Reorganization Act to extend the effective period of emergency Acts passed by the D.C. Council from 90 days to 180 days. Prohibits the Council from passing any emergency Act covering the same subject matter and purpose of any previously passed emergency Act. Prohibits the Council from amending any emergency Act in effect on the date of enactment of this Act in order to extend such emergency Act for the 180-day period. Provides that such emergency Acts, including those in effect on the date of enactment of this Act, shall terminate on the date provided or upon expiration of the 180-day period. Sets forth procedures for such Acts when Congress adjourns sine die.
