Summary

States that it is the policy of Congress that private development and management of commercial outdoor recreation facilities and related services on public lands should be encouraged through the issuance of permits. Authorizes the Secretary of Agriculture to permit persons to provide commercial outdoor recreation facilities and services for the use and enjoyment of the public. Limits the area of land to be covered by such a permit to 80 acres, except in the case of commercial outdoor recreation ski activities and facilities. Requires congressional approval for ski activities and facilities designed to utilize more than five thousand acres of forest land. Directs the Commissioner to publish in the Federal Register and submit to the Congress proposed regulations containing guidelines to be employed by him in determining whether a permit for commercial outdoor recreation ski activities and facilities should be issued for a particular area. Requires the permittee to pay an annual fee for the use and occupancy of forest lands. Authorizes the issuance of permits for a period of up to 50 years. Directs the Secretary to develop proposed regulations which set forth in detail the criteria the Secretary shall use to determine whether changes in charges to the public for use of the recreational facility should be permitted. Requires each permittee to maintain records in order that the Secretary may determine whether the terms of the permit are being adhered to. Authorizes the Secretary to furnish utility services on a reimbursement of appropriation basis.
