Summary
Save Our Surplus for Debt Reduction Act of 2000 - Makes it out of order in the House of Representatives or the Senate to consider any bill, joint resolution, amendment, motion, or conference report if the enactment of the bill or resolution as reported, the adoption and enactment of the amendment, or the enactment of the bill or resolution in the form recommended in the conference report would cause a decrease in the on-budget surplus for FY 2000. Makes such point of order inapplicable to any such legislation or motion if it reduces revenues or implements structural social security or Medicare reform. Waives or suspends the point of order under this Act in the Senate only by an affirmative three-fifths majority vote. Requires the same majority to sustain an appeal of the ruling of the Chair on such point of order. Terminates this Act on October 1, 2000.
