Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to include a disabled individual's wages and self-employment income from public employment among the earnings against which such individual's OASDI and additional disability benefits are measured in determining the extent to which his or her OASDI benefits shall be reduced.
