Summary
Disaster Relief Act of 2005 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to include a foreseeable catastrophic event as a major disaster for which the President may provide federal assistance. Revises requirements with respect to or provides for: (1) extension of the predisaster hazard mitigation program; (2) coordinating officers; (3) recovery of federal assistance from persons liable, through gross negligence, for causing a condition for such such assistance is provided; (4) utilization of Department of Defense resources; (5) hazard mitigation; (6) congressional notification; (7) federal assistance to individuals and households; (8) emergency public transportation, including cases of emergency evacuation; and (9) evacuees. Establishes in the Treasury a Disaster Relief Fund.
