Summary

Authorizes the Resolution Trust Corporation (RTC) to guarantee the timely payment of principal and interest on loans made by qualified lenders to finance the purchase of commercial and residential property held by it. Limits the aggregate obligation under such guarantees to 85 percent of the outstanding principal amount of the loan. Authorizes the RTC to prescribe fees to cover the administrative costs incurred in providing such guarantees. Authorizes appropriations.
