Summary

Amends the Federal Deposit Insurance Act to require persons attempting to acquire insured banks to include their nationality in the notice they file with the appropriate Federal banking agency. Imposes penalties for willful violations of such Act or of any regulation or order issued by such agency. Prohibits any proposed acquisition of an insured bank by certain countries or nationals, agencies, or instrumentalities of such countries.
