Summary
Amends the Presidential Inaugural Ceremonies Act to make the Presidential Inaugural Committee a non-governmental entity. Requires the Committee to reimburse all governmental agencies (including the Department of Defense and the General Services Administration) for goods and services provided for non-public events. States that military personnel utilized by the Secretary of Defense for non-public inaugural events must be volunteers. Makes the posting of bond by the Committee for the loan of DOD materials and goods discretionary with the Secretary.
