Summary

Amends the Head Start Act to increase the reservation of funds for programs for low-income families with very young children. Extends through FY 2002 the authorization of appropriations for Head Start programs. Extends provisions for: (1) reserved funds for the Head Start Transition Act and for transition coordination with schools; and (2) a maximum limit on funds for specified longitudinal research. Makes permanent the mandate for annual financial assistance for certain Parent-Child Centers and Comprehensive Child Development Centers.
