Summary

Rural Health and Safety Education Act of 1990 - Amends the Rural Development Act of 1972 to authorize the Secretary of Agriculture to make grants for the establishment of: (1) individual and family health education programs with specified contents; (2) rural health leadership development education programs to assist rural communities in developing health care services and facilities and assist community leaders and public officials in understanding their roles and responsibilities; and (3) farm safety education programs to provide information and training to farm workers, timber harvesters, and farm families. Requires: (1) these grants to be coordinated with the State offices of rural health; (2) educational programs conducted with these grants to provide leadership within the State for the dissemination of rural health and safety information resources possessed by the Rural Information Center established at the National Agricultural Library; and (3) in States with land-grant colleges and universities that are eligible to receive funds under specified Acts, that such institutions mutually determine the type of health and safety education program needed in the State. Authorizes appropriations. Requires the funds to be distributed on a competitive or matching fund basis according to specified criteria.
