Directs the Bureau of Indian Affairs, Department of the Interior, and the Indian Health Service, Department of Health and Human Services, to give priority to locating facilities and projects on Indian lands in all matters involving the reorganization or development of service facilities, or in the establishment of related employment projects to address unemployment conditions in economically depressed areas.
