Summary
Reconstitutes the membership of the National Archives Trust Fund Board to include the Administrator of General Services as Chairman, and the Archivist of the United States and the Secretary of the Treasury as members. Declares that the exclusive purpose of the Board is to support the operations of the National Archives and Records Service. Authorizes the Board: (1) to appoint individuals in accordance with civil service laws; and (2) to enter into contracts for performance of its functions. Directs the Board to transmit its initial bylaws and regulations to Congress and to notify Congress of any amendments to such bylaws or regulations. Authorizes the Inspector General of the General Services Administration to audit the Board's records or investigate the Board's operations. Directs the Board to submit to Congress an annual report on its operations.
