Summary

Food Stamp Cost Avoidance Act of 1986 - Title I: Food Stamp and Related Provisions - Subtitle A: Food Stamp Provisions - Amends the Food Stamp Act to repeal the provision granting automatic food stamp program (program) eligibility to households made up completely of persons receiving supplemental security income benefits, aid to families with dependent children benefits, or aid to the aged, blind, or disabled. Reduces for program purposes: (1) the earned income deduction; and (2) the excess shelter deduction. Repeals the separate deduction for dependent care. Repeals specified provisions regarding standard utility allowances. Amends specified provisions relating to household resource limitations. Repeals the provisions: (1) requiring the Secretary of Agriculture to conduct program quality control standards; and (2) imposing a six-month moratorium on error rate penalties. Repeals specified FY 1987 through 1990 authorizations for the Puerto Rico block grant program. Subtitle B: Commodity Distribution Provisions - Amends the Agriculture and Consumer Protection Act of 1973 to repeal the provision for additional commodity distribution program sites. Subtitle C: Nutrition and Miscellaneous Provisions - Amends the Food Security Act of 1985 to repeal the expanded food and nutrition education program authorized by such Act. Title II: Deficit Reduction - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to subject the food stamp program, the supplemental food program for women, infants, and children, and the child nutrition programs to sequestration under such Act.
