Summary

Requires either the Secretary of Health, Education, and Welfare or the individual designated by the Secretary to administer the child support program of the Social Security Act to receive and approve or disapprove applications for permission to utilize the Federal courts in connection with implementing the child support programs under title IV (Aid to Families With Dependent Children) of the Social Security Act. States that the United States shall be subject to garnishment and similar proceedings for enforcement of child support and alimony obligations as if it were a private person. Authorizes the Parent Locator Service to furnish to any authorized person the Social Security account number of an absent parent for the purpose of enforcing support obligations against such parent.
