Establishes a Civil Disaster Office in the Corps of Engineers, Department of the Army. Directs such office to: (1) establish national natural disaster contingency plans to be implemented upon occurrance of a natural disaster; and (2) map flood-prone and disaster-prone areas and submit proposals for revised land use in such areas.
