Summary

Title I: Enactment of Title 11 of the United States Code - Enacts Title 11 of the United States Code to establish a uniform law of bankruptcy. Changes the administration of bankruptcy cases including the determination of claims and allowances. Amends procedures for liquidation and reorganization. Makes provisions for the adjustment of debts of municipalities and individuals with regular income. Title II: Amendments to Title 28 of the United States Code and to the Federal Rules of Evidence - Amends Title 28 of the United States Code and the Federal Rules of Evidence as they pertain to the creation and the powers of bankruptcy courts. Title III: Amendments to Other Acts - Makes conforming amendments to other Acts. Title IV: Transition - Makes allowances for cases in bankruptcy occurring during a transition period. Requires the Director of the Administrative Office of the United States courts to conduct a transition study.
