Amends the Federal Election Campaign Act of 1971 to: (1) ban soft money donations of national political party committees; (2) increase from $1,000 to $3,000 the limits for individual contributions to candidates for Federal office; and (3) require additional statements by every person disbursing more than $10,000 during any calendar for electioneering communications (issue advocacy).
