Black Rock Desert-High Rock Canyon Emigrant Trails National Conservation Area Act of 2000 - Establishes the Black Rock Desert-High Rock Canyon Emigrant Trails National Conservation Area in Nevada to conserve, protect, and enhance the historical, cultural, paleontological, scenic, scientific, biological, educational, wildlife, riparian, wilderness, endangered species, and recreational values and resources associated with the Applegate-Lassen and Nobles Trails corridors and surrounding areas. Designates specified lands in Black Rock Desert, Pahute Peak, North Black Rock Range, East Fork High Rock Canyon, High Rock Lake, Yellow Rock Canyon, Little High Rock Canyon, High Rock Canyon, Calico Mountains, South Jackson Mountains, and North Jackson Mountains Wilderness Study Areas in Nevada as wilderness, for inclusion in the National Wilderness Preservation System.
