Federal Crime Victims Remedial Act - Amends the Federal Tort Claims Act to give exclusive jurisdiction to the United States district courts over civil actions against the United States for personal injuries or property damages caused by any person charged with a Federal crime who is released or escapes from lawful custody of a Government employee or lawful agent as a result of the negligence of such employee or person.
