Summary
Amends the Newspaper Preservation Act to revise the definition of a "newspaper publication" for purposes of such Act to provide that a newspaper need not be produced on newsprint paper and may be delivered in whole or in part to readers. Provides that no activity undertaken by a party to a joint newspaper operating agreement in connection with a newspaper shall violate antitrust law unless such activity would violate antitrust law if such person were not a party to such an arrangement.
