Amends the Federal Property and Administrative Services Act of 1949 to authorize the Administrator of the General Services Administration to enter into contracts for janitorial, trash removal, and similar services, and for protective services in Federal properties for periods not to exceed three years. Declares that the wage rates and fringe benefits under such contracts and under contracts for the inspection and maintenance of fixed equipment in Federal buildings shall be subject to annual revision.
