Summary

Sustainable Agriculture Research and Education Act of 1990 - Title I: Low-Input Sustainable Agriculture Research and Education Program - Directs the Secretary of Agriculture to establish a Federal-State matching grant program to create or enhance State sustainable agricultural research, extension, and education programs. Directs the Secretary to establish: (1) a National Sustainable Agriculture Advisory Council; and (2) regional administrative councils. Directs the Secretary to develop technical guides for low-input sustainable agricultural production systems. Authorizes a technical guide revision grant program. Authorizes appropriations. Title II: National Training Program in Sustainable Agriculture - Directs the Secretary to: (1) establish a national training program in sustainable agriculture for extension agents and other educational and technical information professionals; (2) designate at least two national training centers; and (3) require that at least 20 percent of all Federal Extension Service staff participate in such training. Authorizes appropriations. Title III: Extension Service Pesticide Application Advice - Authorizes Federal, State, and county extension services to provide farmers with information about reduced pesticide application rates. Title IV: Biotechnology Risk Assessment Research - Directs the Secretary to establish grants for environmental assessment research regarding the introduction of genetically engineered organisms into the environment. Authorizes appropriations. Title V: Herbicide Resistance Research - Reallocates research funding from programs for the development of herbicide resistant plants to the development of plants adapted to reduced herbicide weed control systems.
