Summary

Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to require pay-as-you-go estimates with respect to legislation implementing a trade agreement to take into account increased revenues generated by growth in the gross domestic product resulting from such legislation to offset any loss in tariff revenues due to that legislation, subject to the condition that such increased revenues shall not be used as offsets beyond the total of lost revenues due to that legislation.
