Summary

Indian Child Protective Services and Family Violence Prevention Act - Directs the Secretary of the Interior to establish an Indian child resource center within each area office of the Bureau of Indian Affairs (BIA) to: (1) provide advice and consultation to Indian tribes, Indian organizations, and inter-tribal consortia; (2) provide training to Indian tribes and organizations, BIA personnel, and the Indian Health Service (IHS) on identifying and investigating cases of child abuse and neglect; and (3) develop training materials on the prevention, identification, investigation and treatment of child abuse and neglect for distribution to Indian tribes and organizations. Subjects such centers to the provisions of the Indian Self-Determination and Education Assistance Act. Authorizes appropriations. Directs the Secretary to establish an Indian Child Protection Grant Program to provide grants to such tribes, organizations, and consortia, to develop or enhance a child protective services program and for training and educational programs regarding child abuse and neglect. Limits such a grant to $250,000 and a term of three years. Directs the Secretary of Health and Human Services, through IHS, to establish an Indian Family Violence Prevention and Treatment Grant Program to provide grants to such tribes, organizations, and consortia to pay 75 percent of the costs to plan, develop, and implement programs to treat and prevent family violence and provide shelter and assistance to victims of family violence and their dependents. Limits such a grant to $500,000 and a term of three years. Directs the Secretary to award such a grant under regulations which take into account existing services, the need for services, and the extent to which such a program incorporates the customs or culturally based methods of Indians tribes in treating tribal members. Requires recipients of such grants to furnish the appropriate Secretary with information to evaluate the program for which the grant was made and to ensure that grant funds were properly expended. Authorizes appropriations.
