Summary

Directs the Attorney General to develop a model statute for States to prohibit the establishment and use of freebase houses (places where manufacturing, processing, distributing, purchasing, and using illegal drugs take place). Directs the Attorney General to report such statute to the appropriate committees of the Congress and to State and local law enforcement authorities.
