Summary
Amends the Hazardous Liquid Pipeline Safety Act of 1979 to direct the Secretary of Transportation (Secretary) to employ an additional 12 pipeline field personnel above the number authorized for FY 1992 for the Research and Special Programs Administration. Requires the Secretary to assure that the activities of such additional personnel focus on: (1) inspecting intrastate hazardous liquid pipeline facilities in States that do not have hazardous liquid pipeline safety programs meeting specified requirements; (2) inspecting interstate hazardous liquid pipeline facilities constructed before 1971; (3) assisting States identified under the previous two provisions in developing hazardous liquid pipeline safety programs that meet specified requirements; and (4) providing technical assistance and training to State pipeline inspectors and assisting in the review and management of pipeline safety grants.
