Telecommunications Network Security and Reliability Reporting Act of 1993 - Directs the Federal Communications Commission to study and report annually to the Congress on security and reliability of the Nation's telecommunications network to: (1) identify the sources of its vulnerability to outrages; and (2) determine what default, redundancy, and recovery mechanisms are necessary to maintain and restore service.
