Summary

Amends the Tariff Act of 1930 to declare, with respect to returning residents and nonresidents arriving in the United States from another country contiguous to the United States with which the United States has a free trade agreement, that the amount of the exemption from duty shall not exceed an amount equal to the exemption for personal and household effects acquired in the United States provided by such country to residents returning to, or nonresidents arriving in, such country.
