Amends the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users to make funds to resurface, repair, and reconstruct the Going-to-the-Sun Road at Glacier National Park, Montana for FY2005-FY2009 available for obligation in the same manner as if such funds were apportioned for federal-aid highway systems. Rescinds $50 million of the unobligated balances of federal-aid highway funds apportioned to the states.
